Pre-1 (Kachi) Neela Qaida PCTB / PECTAA Textbook PDF
Pre-1 Urdu & English Qaida PCTB Text Book
The Neela Qaida is the Urdu and English qaida that the Punjab Curriculum and Textbook Board (PCTB), Lahore published for Pre-1, the class most families in Punjab call Kachi (KG or nursery level). PCTB labels it SRM (Supplementary Reading Material), which means it sits alongside the main Pre-1 primers and gives children extra practice with letters. Since June 2024 PCTB has been part of the Punjab Education, Curriculum, Training and Assessment Authority (PECTAA), so newer prints of the book may carry the PECTAA name. You can read the full book below and download the PDF.

How the Neela Qaida fits with the other Pre-1 books
Pre-1 in Punjab has three main primers, one each for Urdu, English and Maths. The Neela Qaida does not replace them. Teachers usually use it for extra letter practice once a child has met the letters in the primer.
- Pre-1 Urdu Primer: the main Urdu book for the class.
- Pre-1 English Primer: the main English book.
- Pre-1 Mathematics Primer: numbers, counting and shapes.
All Pre-1 books are listed together on the Pre-1 Punjab textbooks page.
Using the qaida at home
A qaida works best in short, regular sittings rather than long ones. A few things that help young children:
- One or two letters a day. Say the sound of the letter, not just its name, and point to it as you say it.
- Print the pages you need. The PDF is about 8.6 MB, so printing only the current pages saves ink and lets the child trace over the letters with a pencil.
- Keep Urdu and English separate. Urdu is read right to left and English left to right; doing one script per sitting avoids confusion at this age.
- Go back often. Revisit earlier pages every few days before moving on.
